1. Report from WG V-OBS (Taken from the minutes of the WG prepared by H.J. Linthe. Details of each WG activity will be shown separately.)
(1) Two candidate IAGA guides for compass calibration were revised and will be published after a new distribution for comments
(2) According to IAGA and INTERMAGNET rules, defining the center of mean values will be published in IAGA News.
Related to this point, there were some comments and discussion from the floor, i.e., what percentage should be requested to calculate mean values, a possibility to attach a flag in data record, advantage and disadvantage of a strict rule of mean value calculation etc..
(3) Report on the XIth IAGA Workshop on Geomagnetic Observatories, Data Acquisition and Processing, held at both Kakioka and Tsukuba in Japan was presented. Workshop proceedings are available and a special issue of Earth Planets and Space, to be published in October 2005, is currently in preparation.
(4) Next IAGA Workshop on Geomagnetic Observatories will be held in Belsk, Poland, 19-24 June 2006.
(5) No proposals for hosting the 2008 Workshop have so far been received.
(6) The 75th anniversary of the Niemegk Observatory takes place this year. (7) The next INTERMAGNET meeting will take place during 20-22 September 2005 in Mexico City.
(8) The magnetic induction standard for magnetometers as proposed by V. Shifrin (St. Petersburg, Russia) was discussed.
(9) The web page of the Working Group will shortly be hosted by the GeoForschungsZentrum in Potsdam.@
(10) Two symposia were proposed for the 2007 IUGG Meeting in Perugia, Italy:

(11) WG V-OBS supports the IAGA Resolution submitted by Working Group V-DAT regarding the funding of magnetic observatories in the Arctic region providing data for the derivation of AE indices.
(12) Suggestion from the floor, that observatories should also consider sending their INTERMAGNET data to World Data Centres.
(13) A sign error in the IAGA Guide on Magnetic Observatories by Sucksdorff and Jankowski was detected and will be reported

(1) Overview of global data collection efforts
-@rsted/CHAMP/SAC-C/observatories/repeat stations
(2) IGRF9 and IGRF10 have been released. IGRF11 will be done in 2009.
(3) 10 papers have been submitted and in final stages for Earth, Planets and Space special issue concerning main-field modelling and IGRF
(4) Web page of V-MOD hosted by NGDC monitored and well used
(5) The status of World Digital Magnetic Anomaly Map was reported from the Task Force chaired by Juha Korhonen and Colin Reeves.@First map to be ready by IUGG 2007.
(6) Report and discussion on IAGA related ISO issues.
Proposal was made to investigate possibility of making the process of producing the IGRF an ISO standard. However, the meeting decided there was no need to be pro-active in this direction.

(1) Status reports of IAGA indices & others
* H.J. Linthe (Potsdam: Kp,Ap,Cp,QD)
Lovo observatory was replaced by Uppsala (a check was made by means of a comparative study over 2 months between the old and new system to ensure everything was OK).
* T. Iyemori (Kyoto: AE,Dst,QL-Dst,QL-AE)
Kyoto and NICT both will derive QL-Dst with the same method.
* M Menvielle (ISGI: am, aa)
ISGI has a new Webmaster who is in the process of learning geomagnetic data processing.
PC Index and current status: PC may yet be endorsed provided the derivation process is clearly stated and does not change. The current position with regard to the data generation and continuity is to be clarified with AARI (Oleg Troschichev). A PC paper has been prepared and can be circulated to and discussed with WG chair and co-chair (see Actions).
* S. McLean@(V-DAT web site)
V-DAT website is ready, active and is operating OK (at NGDC).@The data exchange data format is yet to be decided. S. McLean made a request to abolish the task forces (as listed on website front page). This was agreed.
* V. Papitashvilli (Data Rescue reports)
$35000 was received from ICSU was utilised by Moscow (103 years of data), Alibag/Hyderabad (61 years), Kyoto (11 years) to scan old magnetograms. In open discussion it was agreed that we should continue to look for money from ICSU/UNESCO to continue this activity every year (see resolution).
* H. McCreadie (IAGA guide on indices)
A talk on GAV01 on Monday would cover this activity in detail.
* S. Maus/ M. Menvielle@(Developments Towards Future Indices)
For information, S. Maus described his separation of Dst into external and internal parts. The Dste/Dsti indices are currently available on the NGDC website.
M. Menvielle then described his research work on physically motivated new planetary activity indices and commented that, similarly, these may be useful in future.

C. Barton (comments by email) encouraged the WG to fully participate in eGY activities, both collectively and through national institutes.
(2) Discussion Items
* SSC definition and classification
J. J. Curto described the current methods of SC categorisation and stated his opinion that this may need to change, for example by using 5 low latitude stations (and 1 second data).@J. J. Curto also explained his outline proposals on quantifying the minimum threshold, duration, amplitude and slope for an event to be considered as a SC. In an open discussion it was agreed that this work should be published in a review paper for consideration by the community in, for example, Rev. Geophys.

* Comments on ISO and Geomagnetic Indices
The ISO WG action on solar and geomagnetic indices is apparently closed (to be confirmed). It was agreed that there was nothing further to discuss. The IAGA executive committee is handling this activity.

* Clarify position on derivation, availability of the PC index (PCN and PCS), in discussions with Dr. O. Troschichev (AARI) at IAGA conference, 2nd week (M. Menvielle, P. Stauning).
* Circulate to WG chair & co-chair the draft PC report for discussion (M. Menvielle).
* Clarify status of PC index on IAGA V-DAT website (and at NGDC if necessary). (S. McLean, A. Thomson, M. Rajaram).
* Provide list of data recovered (or give web links) on V-DAT website (M. Rajaram and S. McLean).
* Ask NGDC to make clear what is/is not an IAGA endorsed index on their website (A. Thomson, S. McLean).

@R. Holme reported some results of research and discussion from"Young Scientist Committee" and proposed to invite more young scientists to Div-V activity.@It was agreed to have a "reporter review" session of Div-V related activity at 2007 IUGG.
